Godot crt-geom shader

This is a port of the libretro crt-geom GLSL shader to Godot shading language.

The original source is: https://github.com/libretro/glsl-shaders/blob/master/crt/shaders/crt-geom.glsl

There are two example scenes, read the root node description properties for more details.
